Association History

The Association has been set up to serve IT professionals from the broad spectrum of companies and organizations that used Digital, Compaq and (now) HP products and services. Today we offer services and products to our members, a valuable network of IT professionals, and in turn they benefit from learning opportunities and information sharing with our principal partner HP.

The creation of the 'new' Association in 2000 came about as a result of almost a year of dialogue between the two heritage user groups that Compaq inherited with the acquisition of Tandem and Digital. It’s taken the best part of a year and a huge amount of work by the collective volunteer executive to develop the architecture for the new Association. 

Value to our members is what we are all about and this is what drives the Association. We are working hard in putting together a valuable portfolio of services for our members. We have been following our development road maps over the past years to continue developing the Association as well as growing and improving our value exchange between HP and our members.

The following information is a brief explanation of the steps that were taken to arrive at where we are today.

Creation of a New Association

In March 1999 a two-day Summit Meeting was held between the Executive Boards of CTUG and DECUS Canada to begin discussions.

During that Summit meeting, it was discovered that there are many similarities and few differences that enabled both Boards to independently adopt the following formal resolution:

- The respective boards/attendees at the Summit agreed to work toward the common vision of an independent association of Compaq users within the near future.

- We had also requested the support and co-operation of Compaq Canada to hold a follow-up Summit meeting.

A Joint Steering Committee had been formed comprising of Executive Board members from DECUS and CTUG Canada along with Compaq, whose mandate it was to explore the detailed work of unifying the two organizations.

The Steering Committee met in June 1999 for a two-day meeting. The JSC were assigned the following tasks:

- Review the DECUS Canada, GIA and ITUG Bylaws and propose new Bylaws based on <<best of class>> elements from the former.

- Review services provided by both DECUS and CTUG and propose a new portfolio of services.

- Bring both proposals to a second Canadian User Groups Summit meeting for discussion and adoption.

In August 1999, the Second Canadian User Groups Summit meeting was held for 3-days. Both boards came together to review and finalize the new bylaws proposed by the JSC and begin the process of a detailed business plan. Members attending the meeting adopted with minor modifications the proposals put forth by the JSC.

After the decision to initiate the process of Bylaw ratification an interim Board for the Association was elected. Aimed at speeding up the process of refining the business plan and assigning clear areas of responsibility while maintaining some continuity.

In September 1999, the unified Bylaws were sent to both User Group members for ratification. These Unified Bylaws were ratified under the process defined for DECUS Canada and CTUG. With this step, the new association was able to move forward with the creation of the products and services to be offered to members of the new Canadian Association of Compaq Users.

This marks the start of a new era for Compaq (now HP) users and the prospect of a vibrant, connected community.

History of User Groups

DECUS History

DECUS is an acronym for the Digital Equipment Computer Users Society, one of the largest organizations of IT professionals in the world. Formed in 1961 as a non-profit organization run by a volunteer Executive Board. DECUS Canada is one of the twenty-two Chapters of the organization.

The primary purpose of DECUS as an organization is to allow people with common interests to share information. Members can exchange ideas, voice frustrations, and offer solutions in an atmosphere of mutual support.

CTUG History

CTUG is an acronym for the Canadian Tandem User Group, one of the Regional User Groups of ITUG (International Tandem User Group). Formed in 1978 as a non-profit organization run by a volunteer Executive Board.

The primary purpose of CTUG as an organization is to advance the effective utilization of Tandem Computers by promoting the free exchange of information concerning the use of such machines. Members can exchange ideas and offer solutions.

The following is a summarized history of the Association encapsulated by milestones and significant dates of past accomplishments. The entries are by neither complete nor comprehensive.  Members who have other noteworthy recollections of the Association's past is more than welcomed to e-mail us their information under the subject, 'Association History,' to inquire@encompasscanada.org.

1961 Digital Equipment Computer Users Society (DECUS) formed
April 7, 1967 First symposium held in Ottawa with 62 attendees
1974  First Executive Board appointed
1997 DECUS Canada goes online with launch of Web site
March 1999 DECUS Canada and CTUG boards meet in Quebec City to consider collaboration
November 1999  Proposal to join DECUS Canada and CTUG ratified
January 2000 The Canadian Association of Compaq Users (CANACU) formed
August 2001 Association management consultants contracted to revitalize the  Association.
December 2001 New board elected to manage revitalization plan
June 2002 Completion of revitalization and launch of redeveloped Web site
June 2004 Name changed to Encompass Canada to more accurately represent national Canadian HP user group membership
